Q: What are the primary differences between the current officials structure and the structure for the UIL officials?

A: Each sport will determine their policies and regulation at the chapter level and will have a representative to vote on policies and procedures that may be enforced from the state level. The only exceptions are: officials are required by the UIL to report incidents of misconduct at games (as are coaches and administrators) and officials may not insist on being paid more than is allowed by the pay scale (also the schools are in violation if they do pay more). Both of these policies have been in effect but have not been enforced.

Q: How will officials register and pay fees?

A: All registration and fees will be accessed online. This will be set up prior to the 2010-11 seasons. Registration fees will be $50 for the first sport and $25 for each additional sport.

Q: How will we receive our materials?

A: Materials will be sent to the chapter for distribution as in the past.

Q: What do I get when I register?
-
A: Registered officials receive a case book and rule book, a jacket patch and insurance through National Federation of High Schools. Registration also provides access to members-only content on this site and meets a requirement to work varsity high school games for UIL schools.

Q: What types of educational information will be provided for registering with UIL?

A: Each official that registers with the UIL will automatically become a member of the National Federations Officials' Association. They will also receive the following:

A quarterly magazine for officials with educational information, and any notices or changes.

Access to the Federation website that includes videos on rules and mechanics, and Official Rules interpretations, recent rulings etc.

Insurance for officials to cover them during the time they are taking care of officials' duties.
A rules interpreter will be appointed for rules.

A: exams.nfhs.org. When filling out the information for the exam be sure to use the same email you used when registering for the UIL site.

A: Ratings will be determined by the local chapter of each sport.

Q: Are there procedures for organizing a new UIL sanctioned chapter?

A: Policies and procedures are in place for the formation of new sport chapters. Application for the formation of new chapters can be requested from the UIL office. The procedures for the formation of these chapters will be consistent with past TASO new chapter policies.

A: Classification of officials will be determined by the local Chapter Board for each sport. All points for officials will be kept at the local chapter level.

A: Yes, by the local membership of the chapter. Granted the officers and board of that chapter register with the UIL.

Q: How will the policies and procedures be formulated for officials?

A: The local chapters will formulate their local policies and procedures. The state level policies and procedures will be formulated for each sport through a Chapter Board composed of a representative from each chapter. They will meet annually to adopt or revise policies and procedures.

Q: Who will be the officials 'voice' within the structure of UIL as an organization?

A: The UIL has created a department in the UIL structure specifically dedicated to the service and support of officials. UIL has hired a Director of Officials as a full time employee in the UIL Office. Tony Timmons, veteran official of more than 12 years, is the UIL Director of Officials.

Q: Who will be the officials 'voice' outside the structure of UIL as an organization?

A: Each recognized officiating chapter in each sport will elect one representative of their chapter to sit on the UIL State Chapters Board for that particular sport. As indicated in this information, the State Chapters Board for each sport will be instrumental in communicating the will and desire of each local chapter on the structure and development of the UIL Officials Program. Never before have the officials had such a direct line on communication to the UIL on the issues of importance to individual members and chapters on the local level.

Q: What is the role of the UIL State Officials Board for each sport?

A: The UIL State Chapters board will develop or assist in developing all bylaws and procedures pertaining to officiating and officials for each sport. The board will consist of one person from each chapter elected to represent that chapter. This person should be very knowledgeable about all facets of the local chapter and keep in touch with the Chapter members on all major issues. They will:

Assist in the planning of practical clinics and other training programs for officials.

Determine categories or ranking for officials (Division I. - V or Registered, Certified or Professional, etc.).

Develop a policies and procedures manual for all Chapters (required attendance at meetings, test scores required to be eligible to officiate regular scheduled games and recommend test score needed to officiate in State Playoffs etc.).

Develop a document for member schools on Hosting Officials. (This material will be mailed from the UIL office as suggested procedures and services from the UIL and the local chapters. This will include bylaws and several policies from the UIL Constitution. (Protection for officials and visiting teams, etc).

Develop bylaws and policies for non-renewal of officials.

Suggest ideas to improve lines of communication among the UIL, Chapter officers, coaches and Officials.

Develop a pay plan to recommend to the UIL Legislative Council. A meeting will be held with a UIL Committee of superintendents, athletic directors and other school administrators to determine the pay plan for officiating games.

Recommend and develop tools for evaluating officials during the regular season and the post season.

Recommend policies and procedures for scratching an official from a game.

Recommend officials and/or retired officials to be considered for a position as State Rules Interpreter and for rule interpreters for each local chapter.

Recommend policies and procedures for an appeals process from any rulings by the Chapter or the State Office.

Recommend officials or retired officials from each chapter to serve as evaluators of officials from the local chapter. On occasion these evaluators may be asked to observe officials at playoff games.
